Executive Director
Pam Lewis
Ms. Lewis serves as Executive Director of the St. Lawrence County Workforce Development Board (SLC WDB), guiding policy implementations and overseeing WIOA programs that support workforce readiness, employer engagement, and economic vitality across the region.

Fiscal Supervisor
Adam Peters
He graduated from SUNY Canton in December 2019 with a Bachelor’s Degree in Finance. Shortly after, he earned his certification as a Financial Modeling and Valuation Analyst.
He started at The One-Stop Career Center in August 2023 as a Senior Account Clerk and moved up to Assistant Accounting Supervisor/Fiscal Manager in January 2024 where he tracks of all of the program’s funding and report to the Workforce Development Board and NYS DOL

Senior Account Clerk
Ellaha Salam
She graduated with a degree in Computer Science in 2014 and has worked in various accounting-related roles since then.
On April 13, 2026, she began her current position as a Senior Account Clerk supporting WIOA programs. In her role, she handles tasks such as preparing vouchers and purchase orders, payroll data entry, and maintaining financial records.

Heather Owens
Heather received a Bachelor of Interdisciplinary Studies through the University of Houston-Clear Lake in 2010; and is a 2024 graduate of the St. Lawrence County Chamber’s Leadership Institute. For 15+ years, she has thoroughly enjoyed working with individuals of various degrees of abilities, aptitudes, ages, and backgrounds in a variety of educational and occupational settings.
She loves to help people help themselves and to succeed to the best of their abilities. During her downtime she enjoys dancing, painting ceramics, and spending time with friends and family.

Kara is an Employment & Training Counselor. She has a Bachelor’s Degree in Human Development from SUNY Oswego.
In her free time, she enjoys going to concerts, traveling and spending time with her family and friends.

He is an Employment & Training Counselor who helps people find and succeed in work that fits their skills and goals.
He enjoys hiking and all kinds of outdoor adventures. His favorite hockey team is the Calgary Flames.

She is the Disability Resource Coordinator. She helps people with disabilities get the resources they need to meet their employment and training goals.
Jessica is a mom to 2. Her favorite color is orange. She is also a New York Giants fan!

Keyboard Specialist
Andi Wells
Andi joined the One-Stop Career Center in February of 2024, and runs the front desk. Along with handling paperwork, and assisting people coming into the Human Services building, Andi maintains the website.
Andi is in training to be a Notary Public, and when officially commissioned, will be available to assist you.
